What's actually happening

The heater is one circuit with several points of failure

A hot tub heater isn't a single part — it's a chain of components that all have to agree before the element gets power. The board checks that water is flowing, that temperatures are in range, and that nothing has overheated. If any one link reports a problem, the heater stays off, and the symptom looks the same from the topside: no heat.

At the heart of it is the element, which can fail open (so current can't pass) or, less often here, stop conducting after corrosion. Guarding it is the high-limit cutout, which latches the heater off after an overheat and won't reset until the cause is cleared. The flow or pressure switch must sense moving water before the board allows heat, and a temperature sensor that reads wrong can convince the board the tub is already hot.

Finally, even when every input is correct, a worn heater relay on the control board can fail to pass power to the element. Because all of these produce the same cold water, the only reliable approach is to test each link in turn rather than guess. The heater only fires when the board confirms flow and safe temperatures. A stopped heater usually means a failed element, a latched high-limit, a flow switch that won't close, a faulty sensor, or a worn heater relay on the board.

Good circulation rules out some causes but not all. The flow switch may not be closing, a sensor may be misreading the temperature, or the element or relay may have failed. Each is tested separately at the diagnostic.
